Abstract This Law regulates: (a) the procedure for establishing, registering, maintaining, reorganizing and liquidating registers; (b) legal relations arising in the process of establishment, registration, maintenance, reorganization and liquidation of registers; (c) types of registers and forms of their maintenance; (d) the system of state registers and general principles of interaction between state registers; (e) conditions for maintaining public and private registers and requirements for them; and (f) functions of register control bodies. This Law applies to all types of registers regardless of the form of property and the procedure for their management. Register shall be intended a set of documented information in automated information systems, organized in accordance with established requirements and in accordance with acting legislation. The creation and maintenance of registers is based on the following principles: (a) legality of the creation of the register; (b) protection of the rights of natural persons and legal entities; (c) protection of personal data of natural persons; (d) continuity in maintaining the register; (e) use of a unified methodology for creating and maintaining registers; (f) unique identification of each register object using the state identifier system; (g) use of a unified state system of classifiers; (h) providing authorized access to register data; and (i) entering data into the register in one language. Registers are divided into public and private. State registers contain information resources and are divided into basic, departmental and territorial registers. Private registers are created by natural persons or legal entities of private law for purposes that do not contradict the law. The owner of state registers is the state. The owner of private registers can be a natural person or legal entity who exercises his right to own, use and dispose of a private register created and administered at his expense.
