This Law enters into force on the date of its official publication.
Abstract

Local public administration shall be intended a set of local public authorities constituted by law to protect the general interests of the population of separate administrative-territorial unit. This Law establishes and regulates the procedure for organizing and functioning of public administration bodies in administrative territorial units. Any administrative control over the activities of local public authorities shall have no other purpose than to ensure compliance with legality and constitutional principles, and control of expediency can be carried out in accordance with the law only regarding the implementation of delegated powers. The local council has the right to initiate and make decisions in accordance with the law on all issues of local importance, with the exception of those falling within the competence of other public authorities. Local council performs the following powers: (a) resolves issues of providing and changing the purpose of land that are property of the village (commune), city (municipality), respectively, in accordance with acting legislation; (b) makes decisions in accordance with current legislation, regarding cutting down and uprooting of trees and shrubs of green spaces, pertaining to the public property of the administrative-territorial unit, and/or movements thereof; (c) makes decisions on the allocation of land for apiaries; and (d) approves permissible limits for the use of natural resources of local significance.
