Abstract This Law regulates specific activity of centralized thermal energy supply with a view of improving energy efficiency in economy as a whole and reducing negative environmental impact of energy sector, also due to promotion of cogenerating technologies. Generation, distribution and supply of thermal energy shall be performed through centralized system of thermal energy supply and shall be considered public service. The objectives of this Law shall be promotion of thermal energy generation through cogeneration, ensuring safety, reliability and stability of the functioning of thermal energy supply systems, protection of consumers’ rights and efficient use of energy resources.
