Abstract This Law establishes the State Environmental Policy, its objectives, guidelines, instruments and mechanisms for formulation and application under the terms of art. 225 of the Federal Constitution and art. 222 of the State Constitution. The State Environmental Policy aims to guarantee present and future generations the right to an ecologically balanced environment, aiming to ensure conditions for sustainable development, with social justice complying with: a) prevention and precaution ; b) social function of property; c) sustainable development; d) adoption of practices, technologies and mechanisms that consider environmental efficiency; e) education and information, aiming to enable society to actively participate in strengthening environmental awareness; f) respect for historical and cultural values and the livelihoods of traditional communities; g) environmental responsibility and the presumption of legitimacy of actions by public and private entities with the quality of the environment; h) monitoring of environmental quality; i) maintenance of biodiversity; j) protection of ecosystems, with the preservation of representative areas; k) user-pays and polluter-pays, etc. Full text Portuguese Website aacpdappls.net.ms.gov.br
