Abstract This Law shall determine the state policy in the sphere of industrial and consumer waste and is aimed at the prevention of negative impact upon environment and human health in the process of waste management, and the efficient use of recycled waste. It regulates relations originating in the process of waste generation, collection, storage, recycling, transportation and burial. This Law shall not be applicable to radioactive waste. The Act consists of seven Sections divided into 24 articles: (1) general provisions; (2) plenary powers of the state institutions in the sphere of waste management; (3) requirements for waste management; (4) control over waste management; (5) rate setting, state registration and economic regulation in the process of waste management; (6) liability; and (7) conclusive provisions. The basic principles of the state policy in the sphere of waste management shall be: (a) priority of ecofriendly processes; (b) use of economic incentives for recycling; (c) liability for the infringement of environmental and sanitary legislation; (d) compulsory environmental audit; and (e) free access to information on waste management. Import of waste for waste disposal on the territory of Kyrgyzstan shall be prohibited.
