Abstract This Law regulates viticulture and wine-making, the issues of vine planting material and production of table wine, technical vine and wine-based products. The scope of this Law shall be the compliance with international viticulture and wine-making standards and suppression of fraud in the sphere of grape wine production. It shall not be applicable to the manufacturing of ethyl alcohol, homemade wine and vinegar. The Act consists of nine Sections divided into 37articles: (1) general provisions; (2) viticulture; (3) wine-making; (4) restrictions; (5) recycling of waste and environmental protection; (6) promotion of viticulture; (7) state policy, supervision and compliance assessment; (8) penalties; and (9) transitional and conclusive provisions. Producers of vinicultural products and wine shall be considered legal and natural persons owning viticulture areas exceeding 0,15 hectares and technologies and technical equipment for planting viticulture and manufacturing of grape wine production. Cadastre of viticulture shall be integral part of land cadastre. The State Commission on testing of plant varieties shall carry out testing, approbation and registration of vine varieties. Only registered vine varieties shall be authorized for wine-making. Wines shall be classified by quality, aging, geographical indication and origin. Bottled wine must bear labelling. The name “grape wine” shall not be used for labelling of produce not complying with the standards established by this Law. Recycling of waste of viticulture shall be carried out at the authorized enterprises. The authorized state institution of carrying out state policy and promotion of viticulture shall be Agro-industrial agency “Moldova-Vin”. Vinicultural products and wine shall be subject to compulsory certification.
