Abstract Article 22 shall acquire a new wording: “Article 22. Conditions of waste management. Waste management shall be carried out in accordance with the modalities established by the legislation. Owners of waste shall be responsible for waste management complying with environment. Local governmental bodies shall make decisions regarding location of waste disposal sites.” Article 45 shall acquire a new wording: “Article 45. Environmental protection against pollution by waste. Storage and management of waste on land of inhabited areas, protected areas, recreational areas, lands of historical and cultural heritage, water conservation and sanitary protection zones and other areas that can represent life and health risks for the population shall be prohibited. Burial of waste in the subsoil shall be authorized in exceptional cases after the outcome of special studies with the observance of requirements for the protection of human life and health, environmental protection and conservation of natural resources. Processing, burial and storage of waste on ranges shall be carried out in accordance with special authorization issued by the authorized state environmental institution.” Article 46 shall acquire a new wording: “Article 46. Ecological certification. Use of raw materials, application of technological processes and release of products (including foodstuffs) without ecological or hygienic certificates or not complying with the established parameters shall be prohibited. Ecological certification shall be applicable in cases envisaged by the legislation.
