This Law enters into force in the following order: Article 1 – six months after the official publication of this Law; other provisions - after the official publication of this Law.
Abstract

Article 1 shall be amended to add the following wording: “5. Logging is the movement of timber in harvested form from cutting sites to intermediate timber warehouses indicated in the technological map, or from cutting sites by citizens in accordance with permits. 31. Forestry activities – allocation and taxation of cutting areas; cutting and clearing of neighborhood clearings; creation of fire breaks and their maintenance; cleaning up clutter; felling of trees left in the cutting area for the purpose of reforestation (seed trees); felling of forest seed plantations that have reached the end of their service life; felling of trees during the allocation of cutting areas, establishing experimental plots, forest management, conducting forest pathological monitoring, and carrying out radiation monitoring in forests; selective sanitary felling; tree limbing; felling of trees when extinguishing forest fires, construction, including repair and reconstruction, maintenance of forestry roads and access roads to them; reclamation activities; measures aimed at increasing forest productivity, improving their species composition, including intermediate felling; a set of measures, including protection and reproduction of forests, including clear sanitary felling, felling of trees that are intermediate hosts of forest pests and diseases, along the perimeter of existing and planned forest nurseries and seed plantations, cutting and clearing of areas for the creation (expansion) of forests nurseries, forest seeds and selection and genetic objects; processing, drying, storing seeds of forest plants, growing planting material of forest species.” Article 18 shall be amended to add the following wording: “The assignment of forests to categories and (or) transfer of forests from one category to another is carried out by the republican government body for forestry on the basis of legislative acts or decisions of state bodies (officials) adopted in accordance with them, except for the envisaged cases. At the same time, entering relevant information into the state forest register and ensuring the introduction of appropriate changes and (or) additions to forest management projects is carried out in the manner established by the Council of Ministers of the Republic of Belarus”. Article 34 shall be amended to add the following wording: “For the timely detection of forest fires and their extinguishing, aviation protection of forests is organized. Aviation protection of forests is carried out by emergency departments within the limits of their competence. In the case of involving aircraft of emergency departments with spillway devices to extinguish forest fires, the actual costs associated with such extinguishing are reimbursed by legal entities engaged in forestry. The procedure for the implementation of aviation protection of forests, as well as the procedure for reimbursing the costs of emergency departments associated with extinguishing forest fires using aircraft with drainage devices, are established by the Council of Ministers of the Republic of Belarus”.
