Abstract This Law governs pedigree stockbreeding and has as its purpose conservation and improvement of pedigree stock genetic resources, animal production and reproduction. The Act consists of eight Chapters divided into 33 articles: (1) general provisions; (2) authorized pedigree stockbreeding institution; (3) state regulation of pedigree stockbreeding; (4) acknowledgement of pedigree production and its valuation; (5) organizational arrangements; (6) repealed; (7) dispute settlement; (8) international cooperation. The basic principles of pedigree stockbreeding shall be: (a) efficiency; (b) breed conservation; (c) registration of breeds; (d) access to information. Export of pedigree material shall be carried out in accordance with breed certificate and veterinary certificate issued by the authorized national institution while import of the aforesaid material shall be carried out in accordance with the same documents issued by the exporter. Pedigree production (material) shall be subject to compulsory registration in the state register of pedigree stock and shall be subject to compulsory state certification in accordance with the established standards, rules and regulations related to pedigree stockbreeding. Acknowledgement of pedigree material shall be carried out in the presence of: (a) compliance certificate (breed certificate); (b) sperm originating from the certified pedigree centres and compliance certificate is available; (c) embryo originating from the certified pedigree farms; (d) animal health certificate attesting that the animals are disease- and bacteria-free. The livestock breeding system of the Republic of Kazakhstan includes: (a) Government of the Republic of Kazakhstan; (b) authorized body; (c) local executive bodies of regions, cities of national significance, capital; and (d) subjects in the field of livestock breeding. The Government of the Republic of Kazakhstan develops the main directions of state policy in the field of livestock breeding.
