Abstract This Law establishes the legal basis for waste management and has as its purpose reducing the generation of waste, preventing its impact on the environment and increasing recycling. The basic principles of waste management shall be: (a) mandatory classification of waste by degree of hazardousness; (b) establishing maximum allowable rates of waste generation and limits on industrial waste storage and disposal; (c) priority of waste recycling regarding to treatment or disposal thereof; (d) priority of treatment of waste regarding to burial thereof; (e) payment for waste disposal; (e) liability for infringement of environmental regulations related to waste management; (f) compensation for environmental damages caused by waste management; and (g) access to information related to waste management. Waste shall be classified according to its origin (industrial or domestic), aggregative characteristics (solid or liquid) and degree of hazardousness. Waste shall be stored and buried exclusively in designated sites. Burial of waste materials subject to recycling shall be prohibited. Waste shall be transported in specialized conveyances. Import of waste into Belarus shall be authorized exclusively for the purpose of recycling. This Law consists of seven sections: (1) general provisions; (2) state regulation of waste management; (3) classification of waste; (4) waste management; (5) rates of waste formation and registration and inventory of waste; (6) liability; and (7) final provisions.
