Abstract This Law defines legal, socio-economic and organizational principles for activities in the field of energy efficiency of buildings and aims at reducing energy consumption in buildings. This Law regulates relations originating in the field of energy efficiency of buildings in order to increase the energy efficiency of buildings taking into account local climatic conditions and ensuring adequate living conditions and/ or vital activity of people in such buildings. State policy in the field of energy efficiency of buildings is based on the following principles: (a) ensuring an adequate level of energy efficiency of buildings in accordance with technical regulations, national standards, norms and rules; (b) stimulating the reduction of energy consumption in buildings; (c) ensuring the reduction of greenhouse gas emissions into the atmosphere; (d) creation of conditions for attraction of investments in order to implement measures to ensure (increase) the level of energy efficiency of buildings; (e) provision of thermo-modernization of buildings, stimulation of the use of renewable energy sources; and (f) the development and implementation of a national plan to increase the number of buildings with near-zero energy consumption. Energy efficiency of buildings shall be determined in accordance with the methodology developed with the consideration of the requirements of the legislation of the European Union, the Energy Community, harmonized European standards in the field of energy efficiency of buildings and approved by the central executive body, which ensures the formation of state policy in the field of construction. Certification of energy efficiency shall be mandatory for: (a) objects of construction (new construction, reconstruction, overhaul), which according to the class of consequences (liability) belong to objects with average (CC2) and significant (СС3) consequences, determined in accordance with the Law of Ukraine "On regulation of urban development activity "; (b) state-owned buildings with a heated area of more than 250 square meters, which are often visited by citizens and in all premises of which are located state authorities; (c) buildings with a heated area of more than 250 square meters, in all premises of which are located local government (in case of thermo-modernization of such buildings); and (d) buildings in which the thermo-modernization is carried out, for which is granted state support and which results in the achievement of the class of energy efficiency of the building not lower than the minimum requirements for the energy efficiency of the building.
