Abstract Article 4 of the Law No.344-I of 1999 on plant quarantine shall be amended to add a new wording: “State regulation, state control in the sphere of plant quarantine and liability for the infringement of the national legislation on plant quarantine”. Article 14-6 of the Law No. 331-2 on plant protection shall be amended to add the following wording: “Article 14-6. State registration of pesticides (toxic chemicals). State registration of pesticides (toxic chemicals) shall be carried out after the outcome of registration performance test established by the competent authority by agreement with the authorized state institution in the sphere of environmental protection and public health. Pesticides (toxic chemicals) that have passed state registration shall be authorized for use and shall be inserted in the list of pesticides (toxic chemicals) by the competent authority. Manufacturing, import, storage, transportation, trade and application of pesticides (toxic chemicals) that have not passed state registration, and also components on unregistered pesticides (toxic chemicals), except for testing samples imported for registration, performance testing and research, shall be prohibited. Competent authority shall establish the amount of pesticides imported for registration, performance testing and scientific research”.
