Abstract This Law regulates relations originating in the process of exploration, management and protection of subsoil, mining and extraction of minerals and is aimed at ensuring legal protection of the interest of the state and citizens in the sphere of subsoil management, and also protection of legal rights of subsoil managers. The scope of this Law shall be to ensure reproduction of mineral resources, rational and complex management of subsoil, environmental protection and safe management of subsoil. Basic principles of subsoil management shall be set forth as follows: (a) complete and complex geological exploration; (b) rational and efficient use of subsoil; rate setting in the sphere of subsoil management and protection; (c) charged subsoil management; (d) protection of human life and health in the process of subsoil management; and (e) prevention of negative environmental impact.
