Abstract This Law regulates public relations concerning the formation, implementation, monitoring, evaluation of youth policy and protection of the rights and legitimate interests of youth. Youth shall be considered young people aged 14 to 35 years inclusive. Young entrepreneur shall be considered a person not older than 35 years old, engaged in activities aimed at creating legal, economic, social, organizational and other conditions for self-realization in entrepreneurial activity. The scope of this Law is to determine the mechanisms for the formation of youth policy, as well as the involvement of youth in all spheres of state activity. Principles of formation and implementation of youth policy and protection of the rights and legitimate interests of youth shall be based on the following principles: (a) ensuring respect for rights, freedoms and legitimate interests of youth; (b) inadmissibility of discrimination against young people on the basis of gender, race, language, disability, ethnicity, religion, age, political or other beliefs, education, origin, property or other status, as well as other circumstances; (c) openness; (d) transparency; (e) ensuring equal participation of young people with disabilities in decision-making; (f) consideration of the needs and interests of young people in the development and implementation of state and municipal programs; (e) comprehensive and systematic formation and implementation of youth politicians; (f) interaction between state bodies and local governments carrying out activities in the field of youth politicians; and (g) mandatory participation of youth, young families, youth public associations in the formation and implementation of youth politicians. Monitoring the implementation of youth policy is a systematic, comprehensive and planned activity to collect, summarize, analyze and evaluate information about the situation of youth, young families and youth public associations in the Kyrgyz Republic.
