This Law enters into force on the day of its publication.
Abstract

This Law creates the Investment Partnership Programme (PPI). The objectives of the PPI are: I - expand investment and employment opportunities and stimulate technological and industrial development, in harmony with the country's social and economic development goals; II - guarantee the quality of public infrastructure, with adequate tariffs; III - promote broad and fair competition in entering into partnerships and providing services; IV - ensure stability and legal security, with the guarantee of minimal intervention in business and investments; V - strengthen the regulatory role of the State and the autonomy of state regulatory entities; and VI - strengthen national policies for the integration of different modes of transportation of people and goods, in accordance with national, regional and urban development, national defense, environmental and population security policies, formulated by the different spheres of government. When implementing the PPI, the following principles will be observed: I - stability of public infrastructure policies; II - legality, quality, efficiency and transparency of state action; and III - guarantee of legal security to public agents, state entities and individuals.
