Abstract The purpose of this Law shall be to create a general legal framework for the organization, regulation, ensuring the effective functioning and monitoring of the electricity sector, designed to supply electricity to consumers in conditions of accessibility, availability, reliability, continuity, quality and transparency; to ensure free access to the electricity market; to promote electricity production; and to ensure an adequate balance between supply and demand, an adequate level of inter-system capacity to facilitate the flow of electricity. Public land plots shall be transferred free of charge for construction, operation and servicing of electric networks. Private land plots shall be transferred on condition of servitude or with the application of use restrictions for construction, operation and servicing of electric networks. This Law contains XV Chapters divide into 96 Articles. Chapter I lays down general provisions. Chapter II establishes administrative and regulatory powers. Chapter III regards organization and licensing of activities in electric energy sector. Chapter IV regards generation of electric energy. Chapter V regards transmission of electric energy. Chapter VI regards transboundary exchange of electric and management of overload. Chapter VII regards distribution of electric energy. Chapter VIII regards access to electricity grids and provision of transmission and distribution services. Chapter IX regards use of land plots and the right of ownership of the third person. Chapter X regards end users. Chapter XI regards electric energy supply. Chapter XII regards electric energy market. Chapter XIII regards regulation of prices and tariffs, and accounting. Chapter XIV regards dispute settlement and establishes liability for the infringement of legislation in the field of electric energy. Chapter XV lays down final provisions.
