Abstract Prior to a decision regarding porjects that may have considerable effects on the environment, natural resources and community, the Environmental Impact Assessment (EIA) regulated by this Act is to be carried out. Such assessment shall invariably constitute a part of the planning process. The Minister of the Environment is the principal authority in the field. The Director of the National Physical Planning Agency is charged with the execution of the Act. Article 5 lists out the projects which shall be subject to EIA. The Minister of the Environment may decide by regulation that other projects are subject to an EIA in accordance with international conventions to which Iceland is a party.
