It also establishes a Land Development Appeals Tribunal for purposes of this Ordinance. The Authority shall principally determine applications for development permission and keep under review or formulate policies and plans. The Chief Planning Officer shall be the principal adviser to the Governor in Council and the Authority on matters relating to the physical planning and development of land and shall submit proposals to the Governor in Council for the preparation of a Development Plan. A Development Plan may designate “National Conservation Areas”, and contain policies relating to the conservation of natural, built, or cultural heritage in those areas. Development shall take place in accordance with a development plan.
