Abstract

The objective of the present Act is to establish rules regarding the rights and duties of those who own land and utilize it, and to promote systematic land use in accordance with land characteristics, the multifaceted role of agriculture, and the interests of local communities and their residents, as well as to ensure, as much as possible, that land suitable for agricultural production is preserved for such purposes. Excluded from this Act are lands, properties, and property rights in urban areas that have been zoned for activities other than agriculture by zoning regulations. Land which, at the time of entry into force of this Act, is used or usable for agriculture, including grazing lands, public lands, wastelands, parcels of land and plots of land, may not be used for other uses, unless authorized by law.
