There shall be a Director-General of the Authority who shall be appointed by the Minister and shall be the Chief Executive of the Authority. The principal objectives of the Authority are to regulate, coordinate and oversee maritime affairs. In particular, the Authority shall coordinate the implementation of maritime policies, advise the Government on maritime affairs, conduct research and surveys, discharge Flag-State responsibilities, develop, coordinate and manage a national oil-spill contingency plan for both coastal and inland waters, maintain and administer the ship register, and carry out other functions as listed in art. 8.
