Abstract This Law consisting of 16 articles aims at preserving the work of water resources and preventing damage to them together with preventing overflow of water quotas and to up-to-date the fines imposed on offenders. It establishes that (i) the Ministry of Water Resources is committed to carry out the work of public water resources (restoration, maintenance and supervision) and establish, maintain or improve rivers, bridges, dams, buildings, reservoirs and banks; (ii) the land owner shall undertake the work of the water resources of his land and the competent department shall have the right to supervise them; (iii) the Ministry or the competent department shall appoint and supervise water quotas and water distribution; (iv) the competent department shall take the procedures as a matter of urgency if necessary; (v) if the competent department believes that a work must be carried out urgently, it shall warn the owner of the land to take action within 10 days from the date of notification. If the owner of the land is denied or is absent, the competent department shall carry out the work and return to the owner the cost resulting from such works; (vi) the competent department shall be exempted from warning in urgent matters.
