These Measures enter into force on 1 October 2004.
Abstract

These Measures are formulated to promote clean production and regulate clean production checks. Clean production check shall mean the process of following certain procedures to investigate into and diagnose the production and service process so as to find out the causes of high energy consumption, high material consumption and heavy pollution and to find solutions for reducing the use and production of toxic or harmful materials and decreasing energy consumption. Production checks may be divided into voluntary checks and compulsory checks. Compulsory clean production checks shall be conducted when emission of pollutants of the enterprise exceed the national and local standards for emission or when the enterprise uses toxic or harmful materials for production or emits toxic or harmful substances in its production. Clean production checks are carried out following provisions described in Chapter III. Chapter IV deals with the organization and management of clean production checks. The remaining part of these Measures contain penal provisions.
