Section 2 establishes that prior to operating a new incinerator, a person shall register the incinerator with the department on a special form. The method for measurement of particulates and opacity of smoke from incinerators shall be as approved by the department. Moreover, no person shall operate a new incinerator which emits more than 0.23 grams of particulates per standard cubic foot) of dry flue gas corrected to 12% carbon dioxide by volume.
