According to new regulation 4(3), if, in the opinion of the health authority, failure to comply with the provisions may lead to risks to the safety or wholesomeness of food, it shall take all the necessary measures to prevent or minimize such risks. Those measures may include the withdrawal of the food or the closure of all or part of a food business.
