The Minister may grant, at his or her discretion, to an applicant a licence for the fishing of horse mackerel from a boat in the specified area or such part thereof as mentioned in the licence and for the landing or transhipment of horse mackerel taken in that area or such part thereof during such period as mentioned in the licence.
