Abstract

The present Ordinance lays down provisions relating to the carriage of hazardous substances by sea. According to article 3, hazardous goods shall be carried by sea only if they comply with the requirements set out in this article. The text consists of 28 articles as follows: Sphere of application (1); Definition of terms (2); Authorization to carriage (3); General security provisions (4); Loading of hazardous goods (5); Documents for the transportation of hazardous goods (6); Exceptions (7); Competences of the Federal Minister of Transport and Digital Infrastructure (8); Competences of authorities according to the law of the federal states (Bundesländer) (9); Competences of the experts nominated by the Minister of Defence (10); Competence of the Federal Office for Equipment, Information Security and Armed Forces (11); Competences of the Federal Institute for Materials Research and Testing (BAM) (12); Competences of the Federal Office for Radiation Protection (13); Competences of the Federal Environment Office (14); Competences of professional associations (15); Competences of nominated authorities (16); Duties of the sender (17); Duties of the person responsible for the packing or loading of a cargo transport unit (18); Obligations of the principal of the carrier (19); Duties of the person responsible for handling (20); Obligations of the carrier (21); Obligations of the ship-owner (22); Obligations of the skipper (23); Duties of the loading officer (24); Obligations of the beneficiary (25); Obligation of the parties (26); Penalties (27); Transitional provisions (28).
