Subject Sea Keyword Enforcement/compliance Royalties/fees Inspection Maritime zone Navigation Protection of environment Transport/storage Geographical area Asia and the Pacific, Melanesia, Oceania, Small Island Developing States, South Pacific Abstract This Act amends Section 51 of the Principal Act by expanding the matters to be dealt through regulations, such as the power of Port Manager to issue and require compliance with Environmental Directions concerning a declared port, non-declared port or port facilities; the power of Port Manager to establish standards and specifications for the construction, maintenance and operation of a declared port, non-declared port or port facilities; the power of Port Manager to prepare, issue and require compliance with Port Management and Operations Direction concerning navigation, vessel safety, handling, storage and safety of dangerous goods, and maritime safety; the licensing, control and management of a Port Facility; the entry to and departure from a declared port or a non-declared port of a vessel and the requirements and duties of the owner, master and agent; the loading to, unloading from, control, handling and storage of goods, cargo and dangerous goods from or to a vessel; and the power of the National Maritime Safety Authority to appoint inspectors to enforce a regulation and to set and collect fees and charges for any matter under or concerning a regulation.
