The Corporation shall construct and maintain works as are necessary to secure a proper outfall for sewage into the ocean and to lay sewers and pipes on the foreshore and in the bed of the sea to such distance seaward from high water mark as the Minister responsible for health and related matters may deem necessary to secure a proper dispersion of the sewage.
