The amend provisions that allow regulators to make charging schemes in order to cover the costs of carrying out their EU Emission Trading System (ETS) functions so that appropriate charging schemes can continue to be made when the current implementing Regulations are themselves amended or replaced (and in particular when this is done for the purposes of the implementation of Phase 3 of the ETS.
