It establishes the procedure for importing soil into the Russian Federation for scientific purposes. Import of soil to the Russian Federation for scientific purposes shall be authorized to scientific and educational organizations, the statutory objectives of which provide for the performance of scientific and (or) scientific and technical activities. Soil imported into the Russian Federation for scientific purposes may contain quarantine objects, as well as other pests. Conditions of isolation of each sample of soil at its import, storage and moving on the territory of the Russian Federation, and also conditions of isolation defined by the Ministry of Agriculture of the Russian Federation at carrying out of scientific researches of soil should provide full absence of risk of spreading of harmful organisms on the territory of the Russian Federation. Import of soil shall be authorized on the basis of the application for import of soil, submitted by the head of the scientific or educational organization or a person acting on his behalf, to the Federal Service for Veterinary and Phytosanitary Supervision, in the form approved by the Ministry of Agriculture of the Russian Federation. In the application the country of origin of imported soil, volume and quantity of imported soil samples, type of packaging, data on absence of harmful organisms in soil or presence in soil of organisms which are not quarantine objects or the organisms known as harmful in territory of the Russian Federation, and also a place of the performance of scientific researches must be specified. Data on the absence of pests in the soil or the presence in the soil of organisms that are not quarantine objects or organisms known to be pests on the territory of the Russian Federation may be based on the results of pest risk analysis (if any), data published in the scientific literature and other sources.
