Abstract This Government Regulation, consisting of 65 articles divided into eight Chapters, aims at sustainably preserve the natural resources in the form of forests, land and water, therefore the management of these natural resources with watershed management units must be implemented wisely, so that can support the improvement of people's welfare. In order to maintain the continuity of the main functions and the condition of the Forest, efforts to rehabilitate and reclaim forest are intended to restore, maintain and enhance forestry lands functions, so that the carrying capacity, productivity, and role in supporting the life support system are maintained. It aims to maintain the continuity of the main ecological functions of the Forest and to restore the conditions of forestry lands. It regulates efforts that made to rehabilitate and reclaim/restore forest ecological functions. Rehabilitation is carried out through reforestation, afforestation and the application of soil conservation techniques. Forest Rehabilitation and Reclamation, success is determined by community participation. In the context of managing forests to obtain optimal benefits from forests for the welfare of the community, in principle all forestry areas can be managed by taking into account their characteristics and priorities, and those that are aligned with their main forest functions, namely conservation, protection and production functions. For development purposes that are strategic or involve public interests that must use Forest Areas, their activities must be balanced with reclamation efforts.
