Abstract This Regulation, in compliance with provisions of article 14 paragraph (6) of the Law no. 17 of 2003 concerning State Finances, and of article 27 paragraph (1) of the Law no. 25 of 2004 concerning National Development Planning Systems, provides for the synchronisation of the quality, effectiveness and efficiency of the national development planning and budgeting process. The Regulation defines: synchronisation, as the process of integrating and strengthening the preparation of national development Plans and budgets, and of controlling the achievement of development targets; development priorities; National priorities; government work Plan; Budget implementation list. Matters covered by this Regulation concern: national development planning and budgeting principles, including funding and investment framework; evaluation of development performance; planning and budgeting; discussion of the Law on the National Budget of Income and Expenditure, and of related fiscal policy measures; budget execution; controlling and monitoring activity.
