It implements in Finland Council Directive 91/676/EEC concerning the protection of waters against pollution caused by nitrates from agricultural sources. The Decree sets rules for the storage of manure and other fertilizers and rules and standards for the use of fertilizers. The operator has record-keeping and reporting obligations. Supervision shall be carried out in accordance with the Environment Protection Act.
