Abstract

Requirements of the Regulation on the prevention of cross-border transfer of risks to public health apply in the following cases: (1) threats of biological origin: (a) infectious diseases; (b) antimicrobial resistance and healthcare-associated infections; (c) biological toxins and other toxic biological agents that do not have connections with infectious diseases; (2) chemical and radiological risks; (3) risks emanating from the external environment, including those caused by climate change; (4) risks of unknown origin; and (5) events that may represent a public health emergency at the international level. Early warning (alert) shall be intended a conventional sign to attract attention to the development of an event, originating in a specific unit of time and place, with possible consequences for public health that requires a response. Transboundary transmission of public health risks shall be intended spread of local/national and/or regional/international risks of biological, chemical, radiological origin, coming from external or unidentified environment that requires coordinated action regionally or at the international level. Central public administration authorities, within their competence, coordinate activities of assessment, planning, preparation, consolidation based on the principles of interdepartmental and effective interaction and support capabilities of monitoring, early warning and response to public health risks.
