Abstract These Rules establish the procedure for the identification of objects of accumulated environmental damage related to the territories within the boundaries of land plots pertaining to the ownership of municipalities, carried out by local governments of such municipalities and, in relation to other territories, by state authorities of the constituent entities of the Russian Federation. In cases established by the Government of the Russian Federation, identification of objects of accumulated damage is carried out by the Federal Service for Supervision in the Sphere of Environmental Management or federal state budgetary institutions subordinate to this body. Identification of objects of accumulated damage is carried out by state authorities of the constituent entities of the Russian Federation or local government bodies, within a period not exceeding 60 working days from the date of receipt of information, including from state authorities, about the presence of traits of objects of accumulated damage. The collection of information about the territories where economic and other activities were carried out in the past is ensured, inter alia, through: (a) the use of remote monitoring systems (methods); (b) presence of accumulated damage on the territory of the facility; visual inspection of the object of accumulated damage; (c) the use of special technical means that have the functions of photography, audio and video recording, measurement, and other means of collecting or recording information; (d) request to state authorities, local government bodies and organizations related to exchange of interdepartmental information and other interaction for the provision of information; and (e) request from the Unified State Register of Real Estate for an extract about a real estate property containing information about the ownership of objects of accumulated damage and (or) land plots.
