Abstract

This Government Decree validates Sanitary Regulation on foodstuffs intended for infants and children of tender age, food for special medical purposes, for a complete replacement of the diet for weight control; Sanitary Regulation on the composition and provision of information on the initial and subsequent formulae and nutrition of infants and children of tender age; and Sanitary Regulation on the composition and provision of information on foodstuffs intended for special medical purposes. This Government Decree implements Regulation (EU) No. 609/2013 of the European Parliament and of the Council on food intended for infants and young children, food for special medical purposes, and total diet replacement for weight control. Sanitary Regulation on foodstuffs intended for infants and children of tender age, food for special medical purposes, for a complete replacement of the diet for weight control establishes requirements for the composition and provision of information for the following categories of food products: (a) initial and subsequent formulae of nutrition; (b) infant food and cereal based foodstuffs; (c) foodstuffs intended for special medical purposes; (d) complete replacement of the diet for weight control. This Sanitary Regulation establishes a list of substances that can be added to one or more of the categories of food products referred to in paragraph 1 and sets the norms for updating this list. Sanitary Regulation on the composition and provision of information on the initial and subsequent formulae and nutrition of infants and children of tender age establishes that initial and subsequent formulae of nutrition can be placed on the market only if they comply with the requirements of the Sanitary Regulation on the composition and provision of information on the initial and subsequent formulae and nutrition of infants and children of tender age. Except for the initial food formulae, no product can be placed on the market or otherwise represented as suitable for the complete satisfaction of the nutritional needs of healthy children of tender age during the first months of life prior to the introduction of appropriate supplementary nutrition. Special requirements are set for nutritional value and display of information on label. Sanitary Regulation on the composition and provision of information on foodstuffs intended for special medical purposes establishes that foodstuffs intended for special medical purposes shall be classified into the following three categories: (a) foodstuffs with a standard nutritional formula that, when used in accordance with the manufacturer's instructions, may be the only source of nutrients for individuals, for which they are intended; (b) foodstuffs with an adapted formula of nutrition specific to certain pathologies, diseases, disorders that, when used in accordance with manufacturers' instructions, may be the only source of nutrients for the persons for whom they are intended ; and (c) foodstuffs with incomplete nutritional properties, having a standard formula of nutrition or adapted formula of nutrition, specific for pathology, diseases, disorders that cannot be the only source of nutrients.
