This Governmental Decree enters into force on 1 January 2021 and shall be valid until 1 January 2027.
Abstract

Forest fire safety regulation establishes uniform requirements for forest fire safety measures depending on the purpose of land and forests and ensuring fire safety in forests in the process of management, guardianship, protection, reforestation and other activities in forests, and during stay of citizens in forests, and are also mandatory for state executive bodies, local government, legal persons and natural persons. Fire safety rules in forests for each forest district are established by the Ministry of Natural Resources and Environment of the Russian Federation. Fire safety measures in the forests include: (a) prevention of forest fires (firefighting arrangement in forests and providing means of forest fire prevention and extinguishing); (b) monitoring of fire danger in forests and forest fires; (c) development and approval of forest fire extinguishing plans; and (d) other measures of fire safety in forests. From the day of snow melting until stable rainy autumn weather or the formation of snow cover in forests is prohibited: (a) to use open fire (bonfires, soldering lamps, primroses, braziers, fryers); (b) to throw burning matches, cigarette butts and hot ashes from smoking tubes, glass (glass bottles, cans, etc.); (c) to use for hunting wads made of combustible (capable of self-ignition, and also ignite when exposed to an ignition source and autonomously burn after removing them) or smoldering materials; (d) leave oiled or soaked in gasoline, kerosene or other combustible materials (paper, fabric, bag, cotton, etc.) and combustible substances in places not specifically designated for this purpose; (e) to fill the fuel tanks of internal combustion engines with combustible fuel when motor is in operation, use machines with a faulty system powering engine, as well as smoke or use open fire near the cars, fueled with combustibles; and (f) to work with open fire on peatlands. It is prohibited to litter the forest with industrial and domestic waste.
