I p. 1416). In particular, the purpose of the Ordinance is to transpose into German Law the Council Directive 90/220/EEC on the deliberate release into the environment of genetically modified organisms of 23 April 1990. The Ordinance applies to genetic technology facilities carrying out works pertaining to safety class 3 and 4. Article 3 establishes that the competent authority shall produce an emergency plan for the afore-mentioned facilities.
