The drafting and adoption of land development objectives shall be done by a local government body in accordance with guidelines and rules as set out by these Regulations, with special attention to public participation. Land development objectives must be established after approval of the working plan, the contents of which are set out by these Regulations. The plan shall be approved or rejected by the MEC within 30 days after receiving such plan. The local government body shall submit draft land development objectives to the MEC, who may approve or reject the proposed objectives within 60 days of receipt.
