In case, within three months after the final determination of the compensation, any person applies to the Minister for payment thereof and: (i) the Minister is satisfied that that person has enjoyed such interest for a continuous period of not less than six years immediately before the vesting date, (ii) the Minister is satisfied that that person either is unable to give
