Section 4 requires a licence to be obtained for commercial felling. That land shall be used for the cultivation of cocoa and felling shall be permitted for purposes of land clearing. All felling of logs shall comply with the terms and conditions of a special permit to be issued by the Commissioner of Forest Resources.
