Abstract These Regulations establish particular quality standards to be met by any forest reproductive material which is produced, placed on the market in Malta or transhipped through Malta prior to its transport to another Member State. The application scope encompasses forest reproductive material pertaining to the genera and species and artificial hybrids listed in Schedule I. Forest reproductive material which is destined to purposes other than forestry or intended to be exported or re-exported to third countries is excluded. A certification is required to produce, place on the market in Malta or tranship through Malta prior to its transport to another Member State any propagation material. If the basic material is genetically-modified within the meaning of Directive 2001/18/EC, such material shall only be accepted if it is safe for human health and the environment. Environmental risk assessments equivalent to that laid down in Directive 2001/18/EC should be carried out. A National Register of approved basic material shall be created (reg. 9).
