In exercise of the powers conferred by sub-section (i) of section 4 of the Forest (Conservation) Act, 1980 (69 of 1980), the Central Government hereby makes the Rules to implement provisions of that Act relating to the composition and conduct of business of an Advisory Committee constituted under section 3 of the Act and procedures for approval of de-reservation of forests or use of forest land for non-forest purpose by State Governments to the Central Government, and related matters. Proposals for the different use of reserved forests shall be submitted to the Committee for advice. The Committee shall have due regard to all or any of the matters specified in Rule 5 when tendering advice on the proposal. A form for seeking prior approval under section 2 of the proposals by the State Governments and other authorities is attached to these Rules.
