These Regulations enter into force on the date of promulgation.
Abstract

These Regulations lay down rules for the conservation, management and to sustainable development of all resources in the Fisheries Waters in accordance with the principles of the regional and international conventions; and minimum terms, requirements and conditions of fishing agreements and licensing of vessels fishing within the fisheries zones in accordance with the principles of the Third Arrangement Implementing the Nauru Agreement Setting Forth Additional Terms and Conditions of Access to the Fisheries Zones of the Parties. These Regulations sets forth conservation measures such as requirements for catch retention, prohibitions for fish aggregating devices, prohibition of fishing in certain areas of the high seas, and obligation to carry an authorized observer in foreign fishing vessels at all times. Moreover, these Regulations specify the penalties for the licensed vessels that contravene the requirements under these Regulations.
