Abstract

The present Regulation consists of 8 Sections dealing with the following matters: 1) general provisions (sect. 1); 2) fishing gear and fishing methods (sect. 2); 3) total allowable catch and minimum allowable fish size (sect. 3); 4) general prohibition of fisheries (sect. 4); 5) prohibition of fisheries in some water bodies (sect. 5); duties and liability of fishermen (sect. 6); 7) supervision of the observation of fisheries regulations (sect. 7); 8) conclusive provisions (sect. 8). The present Regulation establishes the modalities of artisanal fishing, underwater hunting, catch of crayfish and other aquatic invertebrates for the purposes of recreational of sporting fisheries with the utilization of the fishing gear authorized by the present Regulation. All the natural persons who have purchased fishing authorization can carry out fisheries in the water bodies of Latvia. The right of fishing in the private lakes and lakes located within the boundaries of a single plot of land in which the state does not exercise the right of fishing, the owner thereof shall exercise the aforesaid right. Fisheries in the water bodies of protected areas shall be carried out in conformity with the statute of the aforesaid areas. Fisherman has the right to use free-of-charge natural waterside along seashore of 20 m, along the coastline of private water bodies of 4 m and along the coastline of other waters of 10m. In the process of fishing the use of no more than two of the following fishing gear shall be authorized: 1) winter or summer fishing rods with no more than two fishhooks; 2) spinning rod with no more that three fishhooks; 3) floating gear with no more than one fishhook. Fisherman shall be authorized to catch in the process of a single fishing session: 1) five pieces of umber, ide, rainbow trout and lake trout, pike, tench, chub, white-fish, burbot, zander, eel, Aspius, ; 2) three cat-fishes; 3) Hucho and salmon in conformity with fishing licence; 4) other fishes without limits of number and weight; 5) crayfish in conformity with fishing licence but no more than fifty pieces; 6) mosquito grub and amphipoda no more than one hundred grams. Fishing of lamprey shall be prohibited in all water bodies the whole year round. The fishermen shall have the duty to: 1) show for inspection at the fishing place of fishing licences, fishing gear and catch; 2) release into water bodies fishes and crayfish the fishing and keeping of which are prohibited; 3) forwarding of marks of the marked fish to the Latvian fisheries research institute.
