A new section (7A) requires a licensed storage facility or fish factory or fish export facility to have fish or fish products on its licensed premises that have been first landed to the facility as whole fresh or frozen fish from a licensed and authorised vessel. A licensed fish storage facility shall maintain such records as are necessary to be able to verify the origin of all fish or fish products stored on its premises and to verify the destination of all fish or fish products originating from the premises in such a manner as to satisfy the requirements of any relevant system of catch documentation or catch certification. Section 9 is amended so as to make a ground for recommendation to refuse a fishing licence reasonable grounds to believe that a vessel master, owner, or operator has a history of IUU fishing.
