It establishes that (i) fishing is permitted only with a license issued by the High Commissioner or the official authorized by him; (ii) the license is valid for 1 year; (iii) the aforementioned license is not necessary for fishing from the shore with a hook and for possessors of a license issued to a company or cooperative association; (iv) it is prohibited the use of dynamite; (v) every employee of the government of Palestine may be authorized to carry out checks on permits, boats, and catches. Article 4 deals with the permits to land fish and states that it is permissible for the High Commissioner to grant permits to land fish in Palestine for the persons who manage and head any of the fishing boats registered in a port or place other than Palestinian. The permit is valid for a period of one year, and the permit shall be personal to the person to whom it was issued, and it may not be transferred to another person.
