These Regulations regulate foreign fishing vessels to control fishing in the exclusive economic zone. They provide for the following matters: the approval of national fisheries representatives for countries that are apportioned a share of the foreign allowable catch for any fishery in the zone; the licensing of foreign fishing vessels to fish in the zone; the control of the conduct of foreign fishing vessels; and the powers of fishery officers.
