A person shall not, except under and in accordance with a licence under this Order, take on board, or cause or permit the taking on board, other than by direct fishing, a specified vessel, within the exclusive fishery limits of the State, fish for freezing, cold storage, salting or for preservation by any other means. Every application for a licence under this Order shall be in such form as may be approved of by the Minister and shall contain such particulars as the Minister may require.
