Several sections deal with foreign fishing, access by foreign fishing and total allowable catch. The outer boundary of the polish sea fishery zone is the line joining the two extreme points of the lateral boundaries of the zone. The exact course of the boundary is determined by international agreements (art. 3). Foreign fishing vessels may fish in the Polish sea fishery zone if such possibility is provided by an international agreement between Poland and the state whose flag the foreign fishing vessel is flying (art. 4). Total allowable catch shall be determined each year (art. 5). Articles 6 to 8 provide for enforcement by the coast guard and prescribe offences and penal provisions.
